William F. Osborn was a member of the 20th Kansas Volunteer Infantry Regiment.

The officers and enlisted men of the 20th Kansas Volunteer Infantry Regiment were mustered into service for the Spanish American War and were held over for service in the Philippine Islands and fought against brutal insurgents during the Philippine Insurrection from February 4, 1899, to June 22, 1899.
